Who directed the original concept for Pokémon Pokopia?

The story behind the answer

Shigeru Ohmori directed the original concept for Pokémon Pokopia.

Ohmori conceived the project during development of Pokémon Scarlet and Violet. He wondered how appealing it would be for Pokémon fans to create their own habitats, which became the foundation for Pokopia's slower, creative style.

His earlier experience helped shape that idea. Ohmori had worked as a map designer on Pokémon Ruby and Sapphire, and the thought of designing spaces for Pokémon habitats connected that background with a new kind of Pokémon game.

Ohmori served as the game's concept and senior director. Omega Force director Takuto Edagawa served as chief director, so the two names are associated with different leadership roles. This distinction is why Takuto Edagawa is a plausible but incorrect answer when the question asks specifically about the original concept.
