Which former Arkham Asylum warden becomes Gotham's mayor in Arkham City? Quincy Sharp does.

Sharp rises from warden of Arkham Asylum to mayor of Gotham City after taking credit for stopping the Joker’s armed siege of the asylum. His political success gives him the authority to reshape the city’s approach to containing super-criminals.

As mayor, Sharp declares Arkham Asylum and Blackgate Penitentiary inadequate. His administration purchases Gotham’s slums and transforms them into Arkham City, an enormous prison enclosure monitored by the private security company TYGER.

The character is often confused with Hugo Strange because Strange controls Arkham City’s operations and designs Protocol 10. However, Strange is the facility’s warden and hidden mastermind, while Sharp is the former asylum warden who becomes mayor and publicly sponsors the project. The game later reveals that Strange manipulates Sharp for his own plans.
