Which 1998 Lego simulation game focuses on building a town with railway transport?

The story behind the answer

Lego Loco is the 1998 Lego simulation game focused on building a town with railway transport. Players lay tracks, add stations and buildings, and watch Lego minifigures inhabit the town while trains carry passengers and mail.

Released for Microsoft Windows on November 11, 1998, Lego Loco is an open-ended construction game rather than a conventional mission-based adventure. Its central toy-box interface lets players place roads, railway lines, crossings, scenery, houses, and other town elements. Once the toy box is closed, the miniature settlement becomes active.

The game grew from an Intelligent Games concept called Lego Desktop Railway, which imagined a train set moving across a computer desktop. It was developed by Intelligent Games and published by Lego Media. Lego Island is a separate action-adventure game, Lego Creator emphasizes general construction, and Lego Chess is a chess-focused strategy title, so none matches the railway-town description as closely as Lego Loco.
