Cobra Commander’s Scottish arms-dealing associate is Destro.
Destro’s full identity is Laird James McCullen Destro XXIV, and his listed birthplace is Callander, Scotland. He is the head of the McCullen arms-dealing dynasty and the founder of M.A.R.S. Industries, which supplies advanced weapons to Cobra and other customers.
His most recognizable feature is a metal mask. In the character’s backstory, the McCullen family has worn such masks for generations after an ancestor was caught selling weapons to both sides during the Wars of the Three Kingdoms. Destro treats the mask as both punishment and family symbol.
Destro and Cobra Commander are allies, but their relationship is unstable. Destro wants influence and often considers replacing the Commander, while the Commander distrusts Destro’s ambition. Destro is also romantically linked to the Baroness, who is sometimes separately described as Cobra’s second-in-command. That organizational nuance can cause confusion, but Destro is the canonical answer to the Scottish arms dealer clue.
