Who plays Bill Metzger, the head of Damage Control, in Spider-Man: Brand New Day?

Tramell Tillman plays Bill Metzger, the head of the Department of Damage Control, in Spider-Man: Brand New Day. Metzger is responsible for policing superpowered individuals and managing the agency's facilities.

The Department of Damage Control, commonly called DODC, has appeared elsewhere in the MCU as a government organization dealing with the aftermath of superhero activity. In Brand New Day, several DODC facilities are attacked by someone searching for V-Max.

Metzger's use of the Hand for security makes the agency's role more complicated. The plot eventually places the DODC under investigation after events involving its prisons and security arrangements. Tillman joined the cast near the end of August 2025, during the film's production in England.
