Who is the main international spy mistakenly partnered with Mater in Pixar's Cars 2?

Finn McMissile is the international spy mistakenly partnered with Mater in Pixar's Cars 2.

Finn is a sophisticated British spy car who investigates a conspiracy connected to the World Grand Prix. After Mater becomes entangled in the operation, Finn initially treats him as an undercover American agent because of a misunderstanding at a Tokyo party.

Finn’s design draws on classic spy-film imagery, especially the sleek grand-tourer look associated with James Bond films. Michael Caine provides Finn’s English voice in the original version, giving the character a deliberate secret-agent style.

Mater is not actually a trained spy. His accidental involvement creates the film’s central comic contrast: Finn relies on discipline, gadgets, and intelligence work, while Mater succeeds through improvisation and sincerity. Holley Shiftwell is another British spy who works with Finn, but she is not the character who first becomes Mater’s mistaken partner.
