Rebecca is a young medic assigned to the S.T.A.R.S. Bravo Team. The game begins after the team investigates a series of killings in the Arklay Mountains, where Rebecca encounters the abandoned Ecliptic Express and later meets escaped convict Billy Coen.

Resident Evil 0 uses a partner system in which players switch between Rebecca and Billy. Rebecca can combine herbs and create certain medicines, while Billy is stronger and can carry more items. Their different abilities make switching characters part of exploration and puzzle solving.
