Which actress voiced both Phil and Lil DeVille in the original series?

Kath Soucie voiced both Phil and Lil DeVille in the original *Rugrats* series.

Phil and Lil are fraternal twins whose contrasting personalities drive many of the show’s comic situations. Despite being separate characters, both were performed by the same voice actor: Kath Soucie. She also voiced their mother, Betty DeVille, giving the DeVille family a particularly recognizable vocal connection.

Soucie’s performance helped distinguish the twins through delivery, timing, and characterization rather than by using different actors. Phil and Lil often speak together, finish one another’s thoughts, or react differently to the same adventure, so the voice performance had to make the siblings sound related while keeping their personalities clear.

The role continued beyond the original television series into related productions, including *The Rugrats Movie*, *Rugrats in Paris*, *Rugrats Go Wild*, and the later *All Grown Up!* series. A frequent mix-up is assigning Phil and Lil to Cheryl Chase or Elizabeth Daily, who were also prominent *Rugrats* performers but voiced Angelica and Tommy, respectively.
