What is the name of the baby who wears a blue shirt and carries a screwdriver?

The baby who wears a blue shirt and carries a screwdriver is Tommy Pickles.

Tommy is the central baby character in Rugrats. In the original series, he is usually shown wearing a baby-blue shirt and diaper, and he carries a plastic toy screwdriver. He uses it as an imaginative tool, especially when escaping his crib or getting into places that are supposed to be off-limits.

Tommy is one year old at the beginning of Rugrats and commonly acts as the leader of the infant group. He is curious, brave and eager to explore, while his closest friend is the more cautious Chuckie Finster. His familiar catchphrase is “A baby’s gotta do what a baby’s gotta do.”

Dil Pickles is Tommy’s younger brother, not the blue-shirted baby described here. Phil and Lil DeVille are twins, and Chuckie Finster is Tommy’s best friend. The screwdriver also remains a visual reminder of Tommy’s adventurous personality in All Grown Up!, where he is depicted as a preteen.
