The organization led by Morgan Lansdale in Resident Evil: Revelations is the FBC.
FBC stands for the Federal Bioterrorism Commission, a fictional United States government agency created to combat bioterrorism. Morgan Lansdale serves as its commissioner and becomes a major figure in the game’s political and biological-weapons story.
The FBC is involved in the aftermath of the Terragrigia Panic, a devastating bioterrorist attack. Its history and rivalry with the BSAA shape the investigation conducted by Jill Valentine and Chris Redfield.
The FBC is often confused with the BSAA because both organizations fight biological threats. The BSAA is an international counter-bioterrorism group, while the FBC is a separate government commission depicted in Revelations.
