The village chief serving Los Illuminados in Resident Evil 4 is Bitores Mendez.
Mendez is the chief of the rural village where Leon S. Kennedy begins his search for Ashley Graham. He secretly supports Los Illuminados and helps maintain the cult’s control over the local population.
Mendez is infected with a Plaga and later transforms into a large, tentacled creature during Leon’s escape. His encounter is one of the game’s early major boss battles and occurs before Leon reaches the castle.
Mendez is distinct from Ramon Salazar, who rules the castle, and Osmund Saddler, the leader of Los Illuminados. Their shared affiliation makes these names easy to mix up.
