In Pixar's Cars 2, who secretly leads the criminal plot against alternative fuel?

Miles Axlerod secretly leads the criminal plot against alternative fuel in Pixar's Cars 2.

Axlerod is introduced as a former oil baron who claims to have converted himself into an electric vehicle. He presents the World Grand Prix as a celebration of Allinol, a supposedly clean alternative fuel, and uses the event to promote it worldwide.

The secret plan is to make Allinol appear dangerous by remotely causing race cars to explode. The resulting panic would damage public confidence in alternative fuels and protect the interests of traditional oil. Axlerod's public identity therefore hides the film's main conspiracy.

Professor Zündapp and other operatives help carry out the scheme, but Axlerod is the mastermind. His name is often confused with the film's racers or with Finn McMissile, who is investigating the plot.
