In Pixar’s Cars 2, Miles Axlerod is secretly the mastermind behind the plot.

Axlerod presents himself as a former oil baron who has converted to electric power and organized the World Grand Prix to promote Allinol. The races appear to be a public demonstration of the fuel’s safety, but the event is actually connected to a conspiracy involving electromagnetic pulse devices and a group of lemon cars.

The film initially directs suspicion toward Professor Zündapp and other members of the criminal network. The eventual reveal shows that Axlerod engineered the scheme and used the World Grand Prix as part of his plan. Finn McMissile is a British spy investigating the conspiracy, not its leader. Eddie Izzard provides Axlerod’s English voice.
