Mater remains Radiator Springs' rusty tow truck in Cars 2, even as he is mistaken for an experienced international spy. His accidental involvement begins when he accompanies Lightning McQueen to the World Grand Prix. British agents Finn McMissile and Holley Shiftwell interpret Mater's unusual behavior as part of a covert mission, while Mater himself is simply trying to help his friend.
The joke depends on the contrast between Mater's ordinary local job and the glamorous world of espionage. His tow cables, improvised solutions, and blunt honesty repeatedly become useful during the adventure. Mater is not actually a trained secret agent, and “tow truck” is the character's occupation rather than a secret identity. Larry the Cable Guy voices Mater, whose friendship with Lightning is one of the series' continuing relationships.
