In Pixar's Cars 2, what country is Finn McMissile's spy agency based in?

In Pixar's Cars 2, Finn McMissile's spy agency is based in the United Kingdom.

Finn is a British secret agent who investigates a conspiracy connected to the World Grand Prix. His national identity is reflected in his design, accent, espionage equipment, and references to British spy fiction. He recruits Holley Shiftwell and becomes involved with Mater after mistaking Mater's accidental observations for deliberate intelligence work.

Cars 2 visits several international locations, including Japan, Italy, and the United Kingdom. That travel can make the agency's national base easy to confuse with the film's race venues. The agency is associated with Britain because Finn is a British operative, not because the World Grand Prix begins there.

Michael Caine provides Finn's voice in the English-language version. The character is an original Cars creation rather than a direct adaptation of a specific real-world spy.
