Which skyscraper in Saint Petersburg has Europe's highest occupied floor?

The story behind the answer

Saint Petersburg's Lakhta Center has Europe's highest occupied floor.

The Lakhta Center is a mixed-use skyscraper on the Gulf of Finland in Saint Petersburg, Russia. Its main tower rises 462 metres and contains 87 above-ground floors, making it the tallest building in Europe. The complex was completed in 2019, and the tower opened for use in 2022.

The building was designed by the British architectural firm RMJM. Its twisting, pointed form is intended to suggest a flame, while the glass façade is made from individually shaped panels that follow the tower's curved geometry. Gazprom's headquarters occupy much of the complex.

Europe's tallest-building rankings can cause confusion because definitions of Europe vary geographically, and some lists compare overall height rather than occupied floors. Lakhta Center's distinction is especially notable because it surpassed Moscow's Federation Tower, which had previously held Europe's height record. The complex also includes a planetarium, medical facilities, conference spaces and public areas.
