The headquarters of the International Cricket Council is in Dubai, United Arab Emirates. The ICC's global headquarters is located in Dubai Sports City, reflecting the council's modern administrative base in the UAE.
The governing body was founded in 1909 as the Imperial Cricket Conference by representatives from England, Australia, and South Africa. It later became the International Cricket Conference and then the International Cricket Council as membership expanded and cricket's international structure changed. For much of its earlier history, the organization was associated with Lord’s in London, which is why London is sometimes mistakenly chosen as the current answer.
The ICC moved its headquarters to Dubai in the late 2000s. The location places the organization near major international transport links and within a rapidly growing cricket region. The ICC still works closely with national boards around the world, while Lord’s remains a historic cricket venue and the home of the Marylebone Cricket Club, not the ICC's current headquarters.
