What secret police force enforces order in Ba Sing Se?

The Dai Li is the secret police force that enforces order in Ba Sing Se. The organization also serves as the city’s cultural enforcement arm, suppressing discussion of the Hundred Year War and maintaining the authorities’ carefully controlled image of peace.

Under Grand Secretariat Long Feng, the Dai Li operates as the hidden power behind Ba Sing Se’s government. Its agents manipulate citizens, arrest people who challenge the official narrative, and use brainwashing to enforce the phrase “There is no war in Ba Sing Se.” The Earth King is presented as the city’s ruler, but Long Feng and the Dai Li control much of its day-to-day political machinery.

The Dai Li was founded by Avatar Kyoshi to preserve Ba Sing Se’s cultural heritage, but it gradually became an instrument of political control. Later, Azula takes command of the organization during the Fire Nation’s takeover. The White Lotus is a separate secret society, while the Kyoshi Warriors and Yuyan Archers are military or protective groups rather than Ba Sing Se’s secret police.
