What is the name of the HR representative in the office?

Toby Flenderson is the human-resources representative in the Scranton office of Dunder Mifflin. Paul Lieberstein portrays Toby, whose quiet professionalism makes him a frequent target of Michael Scott’s hostility.

Toby’s HR role gives him responsibility for workplace rules, employee concerns, and company procedures. He reports to corporate rather than directly to the Scranton branch manager, which frustrates Michael, who dislikes limits on his behavior and repeatedly treats Toby as an unwanted obstacle.
