Answer
African American Policy Forum
#SayHerName was coined by the African American Policy Forum.
The African American Policy Forum, or AAPF, created the hashtag in December 2014 to draw attention to Black women and girls who were victims of police violence and anti-Black violence. The campaign responded partly to the public focus on Black men in racial-justice discussions, which often left women’s experiences less visible.
The hashtag encouraged people and news organizations to name victims and learn their individual stories rather than treating them as anonymous statistics. Kimberlé Crenshaw, a leading scholar of intersectionality and an AAPF co-founder, became closely associated with explaining the campaign’s purpose.
In May 2015, the AAPF and the Center for Intersectionality and Social Policy Studies at Columbia Law School released the report “Say Her Name: Resisting Police Brutality against Black Women.” The campaign later expanded through vigils, family advocacy and public education. The Equal Justice Initiative, Southern Poverty Law Center and NAACP Legal Defense Fund have important civil-rights roles, but they did not coin this hashtag.
