The exact ordering of unlocks can vary by mode or version, but the total for the original game is fifteen.
A common mix-up comes from counting the eight starting characters instead of the complete roster. Another comes from Crash Team Racing Nitro-Fueled, the 2019 remake, which adds characters from Crash Nitro Kart, Spyro, and other Crash-related games. Those expanded totals do not change the original CTR count.
