Who voiced the construction foreman in Up?

The story behind the answer

John Ratzenberger voiced the construction foreman in Up.

Ratzenberger plays Tom, the construction foreman who appears near the beginning of the film as developers surround Carl Fredricksen’s home. His role is brief, but the character helps establish the pressure Carl faces as the neighborhood changes and his house becomes an obstacle to construction.

The casting also continues a long-running Pixar tradition. Ratzenberger voiced Hamm in Toy Story and went on to appear in many Pixar productions, often in a small but memorable supporting role. Because of that recurring association, fans sometimes focus on his Pixar characters rather than remembering the name of his Up character.

The other listed names are connected to Up in different ways. Michael Giacchino composed the score, Bob Peterson co-wrote the film and voiced Dug, and Pete Docter directed and co-wrote it. None of them voiced the construction foreman; that credit belongs to Ratzenberger.
