Shigeru Ohmori conceived Pokémon Pokopia after working on Pokémon Scarlet and Violet.

Ohmori began thinking about the spin-off while developing Pokémon Scarlet and Violet. His earlier experience as a map designer on Pokémon Ruby and Sapphire helped inspire the idea that players might enjoy creating their own Pokémon habitats.

That concept became the foundation for Pokopia’s slower, creative style. Instead of treating the environment as a route between battles, the game makes the landscape itself the main project. Players gather materials, build structures, restore habitats, and attract Pokémon by meeting their environmental needs.

Ohmori is not the only important creative figure on the game. Omega Force’s Takuto Edagawa served as chief director, while Ohmori worked as concept and senior director.
