Shigeru Ohmori conceived Pokémon Pokopia after reflecting on creating Pokémon habitats.

Ohmori developed the idea during work on Pokémon Scarlet and Violet. He thought back to his earliest Pokémon work as a map designer on Pokémon Ruby and Sapphire and considered how appealing it would be for players to create habitats for Pokémon themselves. That idea became the foundation for Pokopia’s building, gardening, and restoration systems.

Ohmori served as the game’s concept and senior director. Takuto Edagawa of Omega Force served as chief director, while Kanako Murata was the producer and Marina Ayano was the art director. These separate roles can make the credits easy to confuse.

The concept also explains why Pokémon Pokopia differs from the main series. Its emphasis is not on collecting badges or defeating a league, but on shaping an environment where Pokémon can live, interact, and return to a damaged world.
