The story behind the answer

Maggie Greene becomes the leader of the Hilltop after Gregory. She takes charge because Hilltop’s residents increasingly trust her judgment, while Gregory repeatedly proves cowardly, self-serving, and unwilling to protect the community.

Maggie arrives at Hilltop with Glenn during the sixth season and becomes closely tied to its people. After Glenn’s death, she turns her grief into determined leadership, helping organize resistance against Negan and the Saviors. Her practical decisions and willingness to stand with other communities make her a natural alternative to Gregory.

The transition is not simply a formal promotion. Gregory continues trying to reclaim influence, including political manipulation and an attempted assassination of Maggie. His schemes ultimately expose the contrast between his concern for power and Maggie’s concern for Hilltop’s survival.
