Which twin founded the Rooks gang in Assassin’s Creed Syndicate?

Jacob Frye founded the Rooks gang in Assassin’s Creed Syndicate.

Set in Victorian London, Syndicate follows twins Jacob and Evie Frye as they challenge Templar control over the city. Jacob creates the Rooks, a street gang that helps the Frye twins seize territory, disrupt enemy operations, and support the Assassin cause.

Jacob and Evie have different approaches. Jacob is more direct and brawler-oriented, while Evie tends to emphasize stealth, investigation, and the search for the Pieces of Eden. Both are playable, but the question of the Rooks’ founder specifically points to Jacob.

The Rooks replace the Blighters in districts under Assassin influence. Their presence reflects the game’s focus on gangs, industrial power, railways, and urban control. Henry Green, an Assassin leader in London, assists the twins but is not the founder of the Rooks.
