The Pokémon Company, GAME FREAK, and KOEI TECMO planned and co-developed Pokémon Pokopia.

Nintendo’s corporate release identifies those three companies as the title’s planning and co-development partners. Their collaboration brought together the Pokémon brand holder, the studio traditionally associated with the main Pokémon role-playing games, and KOEI TECMO, whose development groups include Omega Force.

This arrangement is easy to mix up with publishing. Nintendo published Pokémon Pokopia outside Japan, while The Pokémon Company published it in Japan. Publishing and development are separate credits, so Nintendo’s role does not replace one of the three named co-development companies.

The collaboration also helps explain the game’s unusual direction. Pokopia is a Pokémon title built around life simulation, crafting, construction, and habitat restoration rather than the series’ usual badge-and-battle structure. Its concept still uses familiar Pokémon characters and abilities, but its gameplay framework is notably different.
