Answer
West Germany
West Germany won the first FIFA World Cup match decided by a penalty shootout.
West Germany defeated France in the semi-final of the 1982 World Cup after a 3–3 draw. The shootout ended 5–4 in West Germany’s favour at the Ramón Sánchez Pizjuán Stadium in Seville, Spain.
France led 3–2 in extra time before West Germany scored twice to move ahead. France’s Klaus Fischer equalised late, sending the first World Cup match to a shootout. Horst Hrubesch converted the decisive kick for West Germany.
The match is remembered not only for the shootout but also for its dramatic extra time. It was the first World Cup match to use penalties to determine a winner. West Germany then lost the final 3–1 to Italy.
