Dive lets Ditto explore underwater in Pokémon Pokopia’s free update.
The update adds underwater exploration to the game, allowing Ditto to move beneath the surface and reach areas that were previously inaccessible. This expands the game’s environmental restoration and exploration systems beyond the land-based habitats available at launch.
Dive is also used to access Bubbly Basin, the first area in the paid three-part Expansion Pass. Before entering its underwater gate, players must complete the “Raise the environment level!” request in Bleak Beach and already have the ability to jump and know Surf.
Surf is therefore a plausible but incorrect answer: it is one of the requirements, but Dive is the specific move that enables underwater movement. Water Gun is another familiar water-related move, yet it is described as useful for refreshing thirsty plants rather than diving.
