Which McDonaldland character was designed as a cheeseburger-headed mayor?

Mayor McCheese was the McDonaldland character designed as a cheeseburger-headed mayor.

Mayor McCheese had a large cheeseburger for a head and wore the formal clothing associated with a civic official. His design turned a recognizable McDonald's menu item into a character and gave the fictional setting a symbolic leader.

He appeared in McDonaldland advertising alongside Ronald McDonald, the Hamburglar, and other characters. The character was especially prominent in the campaign's early period, when McDonald's used a large cast to build a consistent fantasy world around its restaurants.

Mayor McCheese is sometimes mixed up with Officer Big Mac, another McDonaldland character whose appearance was based on a Big Mac. Their names and food-themed designs reflect the same branding strategy but represent different characters.
