Which gang does Jacob Frye lead in Assassin's Creed Syndicate?

Jacob Frye leads the Rooks in Assassin's Creed Syndicate.

The Rooks are a street gang founded and commanded by Jacob Frye in Victorian London. Jacob creates the organization to challenge the Blighters, a rival gang controlled by the Templar leader Crawford Starrick. The Rooks support the Frye twins' campaign to weaken Templar influence across the city.

Assassin's Creed Syndicate uses gang activities as part of its open-world progression. Players can recruit Rooks, expand their influence, and take over London districts through missions involving rival gangs, cargo, and Templar operations. The gang therefore has both a story role and a gameplay function.

The Blighters are the most plausible alternative because they are the Rooks' main opponents. They are not Jacob's gang, however; the Rooks are the group he establishes, while Evie Frye assists in the broader Assassin campaign.
