Which fictional people created the Rings of Power with Sauron in J.R.R. Tolkien’s legendarium?

The story behind the answer

The Elves of Eregion created the Rings of Power with Sauron in J.R.R. Tolkien’s legendarium.

Eregion was an Elven realm west of the Misty Mountains, near Khazad-dûm. Its greatest craftsmen were the Gwaith-i-Mírdain, a guild of jewel-smiths led by Celebrimbor, grandson of Fëanor. Sauron came to them disguised as Annatar, a figure who claimed to offer knowledge and instruction.

The Elves forged many Rings of Power under this influence. Sauron secretly forged the One Ring in Mordor, intending to control the other rings and their bearers. The Three Elven Rings were made by Celebrimbor without Sauron’s direct presence, although their creation was connected to the wider ring-making project.

The Dwarves and Men received Rings of Power later, but they did not create the rings. The Rings of Power are also distinct from the Silmarils, which belong to Tolkien’s much earlier First Age mythology.
