Which country is the smallest member of the Pacific Islands Forum by area?

The story behind the answer

Nauru is the smallest member of the Pacific Islands Forum by total area, covering about 21 square kilometres.

The Pacific Islands Forum is a regional organisation founded in 1971 to promote cooperation among Pacific island countries and territories. Nauru is one of its independent island members and has participated in regional discussions on climate change, fisheries and development.

Nauru's entire land area is concentrated on one raised coral island. Phosphate mining removed vegetation and soil from much of the central plateau, leaving most settlement and infrastructure near the coast.

Tuvalu and Kiribati are also small Forum members, but their combined island groups contain more land area than Nauru. The question concerns area, not exclusive economic zone or the size of a country's ocean territory.
