Which Canadian groundhog is called the Prairie Prognosticator?

The story behind the answer

Balzac Billy is the Canadian groundhog mascot known as the Prairie Prognosticator. He represents the community of Balzac, Alberta, just north of Calgary, where the annual Groundhog Day forecast is presented.

Balzac Billy is not a naturally occurring celebrity groundhog in the same way people often imagine Punxsutawney Phil. He is a groundhog-costumed mascot representing a Richardson’s ground squirrel, a species suited to Alberta’s prairie environment. True groundhogs are not native to southern Alberta, so the mascot fills that symbolic role.

The character was created in the late 1970s by Jim Kunkel, a program director at Calgary radio station CFAC. Radio announcers helped develop the character and broadcast staged “live” prediction segments, giving Billy a distinctive prairie identity.

Balzac Billy is one of several Canadian forecasting figures. Ontario’s Wiarton Willie and Nova Scotia’s Shubenacadie Sam are separate traditions, while Fred la marmotte is associated with Quebec. “Prairie Prognosticator” specifically identifies Balzac Billy.
