Hilary Devey founded the parcel-delivery network Pall-Ex.

Pall-Ex is a palletised freight distribution network established by Devey in 1996. Its model connected independent transport companies so that palletised goods could be collected and distributed through a coordinated national network rather than by one carrier operating every route alone.

Devey became a Dragon on the British programme in 2011, bringing logistics and transport experience to the panel. Her business background was notably different from that of investors best known for retail brands, food products or consumer services.

Pall-Ex is often described as a pallet network rather than a conventional parcel courier. That distinction matters: its core business concerns freight and palletised consignments, particularly for commercial customers.
