The naval sections were initially structured as dedicated missions rather than a fully continuous pirate sandbox. They became a major foundation for Assassin’s Creed IV: Black Flag, which expanded the idea into a much larger Caribbean world centered on Edward Kenway and the Jackdaw.

This distinction is often missed because Black Flag is the title most strongly associated with sailing. Rogue also builds heavily on naval gameplay, and Odyssey includes ship travel in the Aegean Sea.
