After the Starcourt Mall battle, Eleven loses access to her psychokinetic abilities. In season four, Dr. Sam Owens takes her to a secret facility in the Nevada desert, where a classified operation called the Nina Project is designed to restore them. The project is named after the NINA sensory-deprivation system used in the treatment.
Rather than teaching Eleven a new power, the program forces her to revisit suppressed memories from Hawkins National Laboratory. With Dr. Martin Brenner’s guidance, she relives the traumatic events surrounding the other numbered children, Henry Creel, and her own confrontation with him. The process reconnects her with the emotional and mental experiences associated with her abilities.
The Nina Project is therefore different from the Montauk Project, a name associated with an earlier version of the show’s development and its real-world conspiracy references. “Rainbow” is connected to Eleven’s laboratory memories, while “Phoenix” is not the name of this operation. By the end of the season, the treatment has restored Eleven’s powers in time for her confrontation with Vecna.
