The fictional miller who lives in Hobbiton in Tolkien’s stories is Ted Sandyman.
Ted Sandyman is the miller’s son and later the owner of the mill in Hobbiton. In The Lord of the Rings, he is portrayed as suspicious of Bilbo’s stories and dismissive of the strange events affecting the Shire. His conversations with Samwise Gamgee help establish the ordinary social world of Hobbiton before the War of the Ring reaches it.
After Saruman’s agents take control of the Shire, Sandyman cooperates with the new regime and benefits from the destruction of the old mill. The mill is rebuilt as a larger, dirtier industrial structure, symbolising the damage caused by forced modernization. Ted Sandyman is sometimes confused with other Hobbiton residents, such as Will Whitfoot, the Mayor of Michel Delving, or Bungo Baggins, Bilbo’s father.
