The Borg-assimilated identity used by Jean-Luc Picard is Locutus, formally called Locutus of Borg. The name comes from Latin and is commonly translated as “he who speaks,” reflecting the Borg’s use of Picard as their spokesperson and strategic intermediary.
Picard is captured and assimilated in “The Best of Both Worlds,” the third-season finale and fourth-season premiere of TNG. The Borg preserve his knowledge of Starfleet tactics, defenses, and command procedures, turning him into a uniquely valuable tool against the Federation.
As Locutus, Picard participates in the Battle of Wolf 359, where the Borg cube destroys a large Starfleet task force. The Enterprise-D later captures him and uses information still accessible through Picard to defeat the cube. His assimilation is reversed, but the trauma and residual effects remain important in later Star Trek stories. Locutus is not the name of a separate Borg species or independent character; it is Picard’s Borg designation.
