What is Peakychu in Pokémon Pokopia unable to generate?

Peakychu is a Pikachu who is unable to generate electricity in Pokémon Pokopia.

Peakychu is one of the game’s unusual special Pokémon. Although the character belongs to the Pikachu species, Peakychu has lost the ability that normally makes Pikachu famous: producing electrical energy from its cheek pouches.

Pikachu is an Electric-type Pokémon and the franchise’s best-known mascot. Its electricity is central to many depictions of the species, so Peakychu’s problem gives the character a memorable contrast with ordinary Pikachu.

This fact is about Peakychu’s condition, not Pikachu’s type. Pikachu remains an Electric-type Pokémon even when an individual character cannot generate electricity. The name Peakychu also identifies this special character rather than a new evolution or separate species.
