The announcement took place during a Nintendo Direct in September 2025. It introduced Pokopia as a new Pokémon spin-off centered on slow-paced life simulation, crafting, construction, and habitat creation rather than conventional Pokémon battles.

The announcement also established the game’s distinctive premise: the player is a Ditto transformed into a human-like character. The transformed Ditto must help rebuild an abandoned environment and create places where Pokémon can live comfortably.

The project grew from an idea by Shigeru Ohmori, who had directed Pokémon Scarlet and Violet. While thinking about new directions for Pokémon, Ohmori drew on his earlier work designing maps for Pokémon Ruby and Sapphire and considered how appealing it would be for players to create their own Pokémon habitats. The game was subsequently developed with Omega Force’s sandbox expertise.
