Victoria Vance is the scientist who becomes the main villain in PAW Patrol: The Mighty Movie.
Victoria is an inventor whose experiments with meteor fragments help drive the film’s central conflict. Her attempt to harness unusual energy creates danger for Adventure City and places her in opposition to the PAW Patrol.
She is not the same character as Mayor Humdinger, the antagonist from PAW Patrol: The Movie. That distinction is a common source of confusion because both films involve threats to Adventure City and feature large-scale rescue missions.
The film uses Victoria’s scientific experiments to connect the pups’ superpowers with the meteor storyline. Her role also gives the sequel a new human antagonist rather than simply repeating the first movie’s mayor-focused conflict.
