The Anti-Villain League, usually abbreviated as the AVL, is a covert organization that investigates and prevents criminal threats. Agent Silas Ramsbottom approaches Gru because the AVL needs someone with experience in villainous schemes to identify the criminal responsible for a dangerous mutagen.

Gru initially resists returning to supervillain-related work, but the assignment brings him together with Lucy Wilde. Their investigation eventually points toward Eduardo Pérez, who is secretly El Macho. The organization therefore provides the framework for Gru’s transition from retired villain to unusual hero.

The Anti-Villain League is fictional and is not the same as a police department or a conventional superhero team. Its name is also easy to confuse with the franchise’s villains because it contains the word “villain,” but its mission is to oppose villains rather than support them.
