In Cyberpunk 2077: Phantom Liberty, Kurt Hansen rules the district of Dogtown.
Dogtown is a heavily militarized, lawless zone within Night City. It is controlled by Hansen, a former military officer who leads the private security force known as the Barghest. Although Dogtown lies inside Night City, it operates largely outside the authority of the Night City Police Department and other conventional institutions.
The district serves as the main setting for Phantom Liberty. V enters it after receiving a mission connected to the crash of an aircraft carrying Rosalind Myers, the president of the New United States. Dogtown contains the market area known as the EBM Petrochem Stadium, the Black Sapphire, and Hansen’s headquarters.
Dogtown is sometimes confused with Pacifica because both areas are dangerous and have limited conventional policing. Pacifica is a separate Night City district associated especially with the Voodoo Boys, while Dogtown is Hansen’s territory and was created specifically for the expansion.
