Forever 21 had 549 stores in the United States when it filed for Chapter 11 bankruptcy in September 2019.
The filing covered the U.S. operating business, which reported 549 American stores. Forever 21 also had 251 international stores operated by non-debtor affiliates, making the worldwide total roughly 800 locations at that point. The U.S. figure therefore does not mean 549 stores globally.
The bankruptcy plan proposed closing up to 178 U.S. locations, alongside many international closures. The company had expanded rapidly with very large mall stores, while facing pressure from online shopping, competitors such as H&M and Zara, high rents, and changing consumer habits.
A common mix-up is the figure of 815 stores, which referred to the company’s broader international store count in bankruptcy-era reporting. Another is confusing the 549 stores operating at the filing date with the number that ultimately remained after restructuring. Forever 21 later changed ownership and eventually closed its U.S. stores in 2025.
