Who is the ruler of Wonderland who constantly shouts 'Off with their heads!'?

The story behind the answer

The Queen of Hearts is the ruler of Wonderland who constantly shouts “Off with their heads!” In Lewis Carroll’s story, she is a short-tempered playing-card monarch who treats beheading as her answer to almost every disagreement.

The Queen first appears when Alice sees playing-card gardeners painting white roses red. She quickly orders their execution after learning that they planted the wrong kind of rosebush. Later, she presides over a chaotic croquet game using flamingos as mallets, hedgehogs as balls, and card soldiers as hoops.

Readers often confuse the Queen of Hearts with the Red Queen, but they are separate characters. The Queen of Hearts appears in Alice’s Adventures in Wonderland, published in 1865; the Red Queen belongs to the sequel, Through the Looking-Glass, published in 1871. In Carroll’s original book, the Queen’s threats are usually more theatrical than effective: the King quietly pardons many of her supposed victims, and the Gryphon says she executes nobody.
