Who is the main antagonist revealed as the mastermind in Pixar's Cars 2?

Miles Axlerod is revealed as the mastermind antagonist in Pixar's Cars 2. He presents himself as the organizer of the World Grand Prix, but his public identity conceals a plan involving the race and the explosive fuel Allinol.

Axlerod's scheme is intended to discredit Allinol by making the fuel appear dangerous. The plot uses a device that causes cars running on the fuel to malfunction, creating international fear and confusion. Mater discovers the conspiracy after being pulled into the film's spy story.

Cars 2 differs from the first film by making international espionage its main structure. Professor Zündapp is another important villain, but he works as an accomplice rather than the ultimate mastermind. Miles Axlerod's character is voiced in English by Eddie Izzard.
