The Doha Development Round was launched at the World Trade Organization’s 2001 Ministerial Conference in Doha, Qatar.
The conference adopted the Doha Development Agenda on 14 November 2001. Its stated aim was to place the interests of developing countries more centrally in multilateral trade negotiations, especially in agriculture, industrial goods, and services.
Talks became difficult because members disagreed over agricultural subsidies, market access, industrial tariffs, and the balance between developed and developing economies. The round never reached a comprehensive final agreement, although negotiations produced partial outcomes in several areas.
The Doha Round is often confused with the Uruguay Round, which concluded in 1994 and created the WTO. It is also different from the Tokyo and Kennedy rounds, earlier GATT negotiating rounds named after their locations or hosts.
