The Doha Ministerial Conference adopted the Doha Development Agenda in 2001.
The conference was held in Doha, Qatar, from 9 to 13 November 2001. Its declaration launched a broad round of negotiations, commonly called the Doha Development Round, with special emphasis on the interests of developing countries.
The agenda included agriculture, services, industrial goods, intellectual property, dispute settlement, and development-related issues. Agriculture became one of the most politically difficult areas because members disagreed over subsidies, market access, and export competition.
The Doha Round did not reach a comprehensive final agreement. Nevertheless, negotiations continued for years and contributed to the 2013 Trade Facilitation Agreement, which became the first multilateral agreement concluded since the WTO was founded.
