The article covers laws, regulations, judicial decisions, and administrative rulings of general application that affect imports or exports. Its publication requirement helps traders discover the rules that govern cross-border transactions before those rules are applied.
Article X is distinct from several better-known GATT provisions. Article I contains the most-favoured-nation principle, Article III covers national treatment for internal taxation and regulation, and Article XX lists general exceptions. The WTO later developed broader transparency practices, but GATT Article X remains a core legal rule for accessible and predictable trade administration.
